With Exchange 5.5, give that right on the permissions 
page of the mailbox properties in the admin program. I'm not sure how to do it 
in Exchange 2000.

I'm assuming you're using 5.5.  You do this via Exchange Admin.  Check the
permissions tab for the individual recipients.  Toward the bottom of the tab
you can select the type of permissions you want the individual user to have.

'whole organisation' do you mean you want to give someone access to send from 
any mailbox in the company? If so, I'm not aware of a way of doing it as a batch 
job, I think it may need to be an individual thing

If you are using an Exchange 5.5 with Outlook, you can set it up through
Outlook instead of at the server.

Highlight the highest part of your mailbox (ex. Outlook Today %username%)
Right-click on it and select properties of Outlook Today Mailbox...
Click on the permissions tab and select the user that you would like to
supply the information with...
You can give them any rights you would like including full ownership if
necessary.
When that person opens your mailbox up, they should be able to do what you
give them access to.

Obviously, they will need to add the From field to their header and put
your name into it.
