We went through this last year. We built some new Ex2k3 servers and then
used the ESM to move the mailboxes over night.
This gave us fresh information stores, no white space and helped reduce
mailbox sizes, because the recoverable deleted items dont get moved
across

We had around 4500 mailboxes and had very few issues scheduling them out
of hours with much interuption to users.

I am in the process of building a new Exchange 2003 EE box (don't ask).
It will replace our current Exchange 2003 box as we have had problems
with the box. I have read that it possible to move a mailstore from one
Exchange server to another Exchange server instead of doing individual
mailbox moves. Has any one done this or any suggest as to what to watch
out for.
This would save a lot of time as I would be moving about 1700 mailboxes
in total from 4 storage groups.

Thanks for all of the comments and links. I had not come across the part
about re-homing the mailboxes. This I would not like to do for 1700
mailboxes. The mailstore reorg of mailboxes is already being planned as I
want to get the stores down to about 100 GB each.
