From my experience, the only way to get to this setting is to open the mailbox in OWA and navigate to the resource settings. Unless there is a way to get to this setting in powershell . . . there is no setting in Outlook I am aware of that allows you to change this. Well...you could create a Mail profile for the Resource Mailbox...open it...and change the Free/Busy settings on the Permissions tab of Properties. I log onto the mailbox using Outlook and in Calendar Properties set the default right to Reviewer. I think that's all they need to see basic meeting details.
