that sure sounds like the vnc-server packages are not 
installed, type:

urpmi vnc-server enter

You don't seem to be running a Mandrake package then.  Not sure what to
tell you.  Look where the files should be:

[todd@todd todd]$ urpmf vncserver
vnc-server:/etc/rc.d/init.d/vncserver
vnc-server:/etc/sysconfig/vncservers
vnc-server:/usr/bin/vncserver
vnc-server:/usr/share/man/man1/vncserver.1.bz2
