ok, its part of alsa, and being a .h I guess it might be in an alsa devel package.

It's part of ALSA. 

http://www.google.com/search?q=asoundlib.h

gives you lots of information. There may not be a package for it, but
you should be able to cobble up the sources to be able to do what you're
trying to accomplish...

package name
