I don't know anything about Orbital Sciences but the idea of companies bringing in younger people is not new. They(younger employees) may be up, a bit more, on the latest scientific studies but not neccasarily any wiser and you can definately pay them less. That's just the nature of the beast. NASA was one of the things the government did well and is or was too important to out- source to the private sector.
