 Yep.  It's trying to get old dependencies, not new ones.  Yum cache
 files from F10 are left over after preupgrade.
 
 yum clean all, then try again.

No, the ntp in F10 (updates) is newer than the one in F11. One
needs F11 updates-testing to add the missing ntp update for F11.

On the other hand, with regard to ntp, ntp-4.2.4p7-1.fc11 isn't tagged for
dist-f11, but only ntp-4.2.4p6-4.fc11 which is older than f10 updates'
ntp.  So, as this violates the upgrade path, f11 updates-testing is needed
for the newer ntp-4.2.4p7-2.fc11 - you should still see the much newer
glibc for f11, though, in the fedora repo.

I got this error too, force remove ntp with rpm and then install ntp 
again, it doesn't seem to want to upgrade ntp on its own

The needed ntp can be found in the updates-testing repo only.
There are ways to install it without force remove.
