Please put a small note in the spec file explaining O3 preference.

All rest of the %optflags are honoured except "-g". Stripping out "-g" 
will result in an incomplete -debuginfo package.

- Removed age support (Note, I still support aix4.1 and RH7.3, but can keep
those off the main trunk)

- I like to put macros like %version at the top where they are easily changed. 
However, that is not needed in this case - so they are now removed.

- I did follow the sourceforge hosting instructions.  Oh - Fedora doesn't like
the sf.net shortcut.  Fixed.

 * added BuildRequires: ed
 * the whole point of this package is the C module.  It builds for me on Fedora
9 (and RH5.2 and RH7.3 and AIX4.1).  I guess I need to learn to use this koji
thing now to see the problem for myself.  I followed the koji link you
provided, and it is for a mrpt package, not pymilter.  However, I see that the
failure is for Fedora 11, so I assume that the build failed for Fedora 11. 
This is almost certainly due to libmilter.a.  I've had to file that bug for
RH73, and Centos4 and Centos5.  I guess it isn't obvious to the sendmail
packagers that libmilter is very often used in dynamically loaded modules (for
Perl, Python, and other scripting languages).  But I can only test on F9 at the
moment.

- I added %dir %{python_sitelib}/Milter and %dir %{libdir} so that directories
under sitelib are owned correctly.

- Hmm, the "start.sh" file is not a config file per se.  It is a glue file that
it is sometimes useful for an admin to be able to modify and not have updates
wipe out his changes.  It really doesn't belong in etc.  If it is really a
problem, I will simply remove the %config tag for Fedora.  Note that this
package doesn't have any config files, and the start.sh glue file is for the
convenience of applications that use the pymilter library.  What is really
needed is a python module to "run as a service" with pid file, etc.

Description:

DateTime::Format::Flexible attempts to take any string you give it and

Hmm, well there is no need to wait for publican to improve its default .spec
files.  It will not be possible to use it post review anyway since the spec
file needs to carry changelog info and the release number will be bumped the
package is rebuilt/updated etc.

If want this review to move ahead you need to start incorporating the
suggestions made above so far.  If you are able to do that then I am willing to
offer to sponsor you pending the successful completion of this review.

It's wierd... The error on ppc seems to come from a compiler flag only present
on one of the libraries, and not the others. I think I've fixed it, please
re-download the files:

Um, oops, this doesn't build in mock yet:

It seems that your package is somehow installing libraries to /usr/lib instead
of %{_libdir}; please fix this before importing it to CVS. Thanks.

Some more comments:
- Should this be System Environment/Libraries (and not Development/Libraries)?
- Line 46 of the spec has a tab instead of spaces.
- Line 61 should be %{cmake} . (sets everything automatically).
- Line 72, the mode should be 755 not 644. Rpm only strips 755 files when
looking for debuginfo, this is why you are getting the warnings about
unstripped binaries.
- Line 88, you should use %{_libdir} instead of /usr/lib
- Line 93, this should be "%{_includedir}/chipmunk" not
"%{_includedir}/chipmunk/*.h" (the latter leaves an unowned directory).
- Line 87, should be "...*.so.*" (as opposed to "...*.so*"). This is because
un-suffixed .so files belong in the -devel package.
- Add %{_libdir}/*.so to %files devel.

Ah.. is flare-dist/ part really needed for this package?
I tried to rebuild your latest srpm, however for me this part
does not seem to be used.

If not needed, you can
- remove flare-dist part
- repackage tarball
- and use the repackaged tarball as Fedora source tarball
(as Lucian said in comment 5)

No matter whether flare-dist/flare is binary or not, as
flare-dist/LICENSE.TXT says this part is definitely NON-FREE
(Redistribution is solely for non-commercial purposes), this
part cannot be shipped (even if in srpm form) in Fedora.

There is a good reason for using slightly different flags and -O3 doesn't make
debugging harder (where does this myth come from?).  And it makes a difference
for code with is vectorizable.  This is the case here, this is purely
mathematical code which can be optimized well by the compiler.

Insisting on the rules is certainly a good thing, in general.  But I know what
I'm doing, I know which gcc options can benefit.
