As broken deps check says, currently ppl requires libgmpxx.so.3, but current rawhide gmp provides libgmpxx.so.4, not .3. The bug you quoted is saying that libgmpxx.so is linked against libgmpxx.so.3, which does not exist and the link should be targeted against libgmpxx.so.4.
