The best way to improve a sluggish computer is to buy a compter with a faster processor (3.0 Ghz or faster) with 8 Gb of memory or more. I built my own with a 3.0 Ghz dual core processor (quad is even better) 16 Gb of memory with a dual boot setup with Windows XP Pro 32 bit on one drive and Win 7 64 bit on another. With Win 7 64 bit with 16 Gb of ram sluggish pc's are a thing of the past. 32 bit is sluggish and slower because you're limited to a 4 Gb shell. When the memory is that limited you have to rely on the swap tech aspect of the OS. Building your own computer is a piece of cake. You can find many videos about it on YouTube. Hope this helps.
