That's how I do it too David.  The secret is to assign the "2nd time only" 
or "tacet 1st time" expression with zero setting to play on the *first* pass 
and place the hidden "Play" expression with normal setting at the end of the 
first time repeat, ideally assigned to a rest if possible.

However I would recommend using Controller 11 (Expression) rather than key 
velocity, because if you need to place any dynamics after the "2nd time 
only", you will lose your zero setting.  You could also use Controller 7 
(Volume) but properly this should be used for adjusting "channel pressure", 
for balancing instruments to each other, and not altered once set.

I just tried an experiment and got it to work.

1c) assigned this to 2nd measure.
3) Tested my experiment -- the 2nd measure was silent the first time, 
but so was the third measure and all the measures on the repeat since 
the change in velocity remained as set until I reset it as follows:
