Tile overlap should be set to something like one-half inch or one inch--isn't it the area of content common to the right side of one page to the left of the other, to allow for good alignment? I've used HP and Epson printers, and they have always had this feature -- and it works. What is the time cost for you to reconstruct the tiled pages once printed? Still might be cheaper in the long run to just bite the bullet and print to 11x17. The other option to consider would be to adjust your margins (make them smaller) just so you can print to letter size. Then resize before making the final version of the piece.
