I just did this for a client’s work template.  Go back into the Define Staff 
Style dialog and uncheck EVERYTHING you don’t want to see, including the 
selection Show Rests in Empty Measures.  It should only take a few seconds.

Why not do 1 measure per system?  Saves all the fuss. GJB
