It did for a while, but it is down again. Maybe it is not such a good 
idea after all to move all of Fink (plus a lot of non-Fink stuff) to one 
single machine in Holland?

Well, the server seems to be doing OK, so I've lifted the cap entirely
from the rsync server.  It should let you connect now.

As for whether it's a good idea or not, it's a better idea than leaving
things on OpenDarwin which is basically completely unmaintained and
could go away at any time.

In addition, the master US mirror being on this server is (hopefully) a
temporary thing, to get us off opendarwin.org.  I intend to make sure we
end up with an actual *US* mirror for the US mirror as soon as possible,
so even if there were still issues, they should not be an issue shortly.

Step one was getting things moved though, and these hiccoughs come
mostly from configuration issues with trying to get parity with a system
that has grown without much careful administration over 5 years.
