Dave, Is it possible to update netpbm to the latest of the 10.35 (super stable) series? I locally update to 10.35.87 and it built ok inside Fink with no other changes needed. I also tried the 'stable' series download (no versioned tarball) and it needed just a couple of changes to the patch, but nothing drastic. However, since that belonged to the 10.4X series, I didn't really try doing much with it (it did accept libpng14 though).
