I don't see a libdl package in fink, so I'm not sure what to do next.

That would be dlcompat. gnubg should build against the system libdl.

fink-devel, is there something wrong with our binary build system, or
should I put in a Conflicts: dlcompat?

The current binaries were built on 10.2-gcc3.3, not 10.3, so the user
can fix this issue with 'sudo apt-get install dlcompat-shlibs', the
version of gnubg in 10.2-gcc3.3 must have been missing this Depends:
line.

The binaries that Dave is currently building will be built on 10.3 for
10.3 and 10.2-gcc3.3 for 10.2. So libSystem's dlcompat will be used.

Matthias, you should fix the gnubg in 10.2-gcc3.3, and you need do
nothing with the one in 10.3.
