I have not found an option to make the ToC permanent other than trying to include some customised JavaScript, and I prefer not to do that. I'll publish this for fblangref25, fblangref30, and fblangref40 (which I think benefit the most from chunking). Generating this is still a bit rough, and not integrated in the normal Gradle build, I hope to improve that later. I like it. The styling looks good to my eye. The quick TOC pop-up (pop-down) is a nice touch. It's readable on my phone in portrait and landscape mode which is nice. Works for me, although I would rather have the ToC visible at all times. I didn't find an option for that yet. You can use the checkbox next to the search box to keep it open, but that only works when navigating through that ToC. And it is overlapping the actual main content, so that would need to be tweaked too if it is shown permanently. I will see if that is fixable, however CSS styling, etc is not really my forte.
