Flash is not peer-to-peer; neither is your web browser. You need a server. It would be straightforward to write a tiny little servlet to do nothing other than pass XML blobs around between all connected clients. You would need something like Flash Communication Server to perform that. It can hold your game values and functions server-side, so that would be secure enough. I think some xmlSocket server can do that as well, but I have no experience with such tools.
