Perhaps one of the RF final transistors are croaked? Remember an SDR radio still has hardware inside. I was just looking at the schematic, and Flex uses two Mitsubishi RD70 FET's in the output stage. I complained about this a number of times and finally decided that is about all you really get out of them. I have 2 of them and output is about the same. The 1500 does good to put out 2 watts. Check the Drive slider control setting. Default value is 50% which yields about 48 watts. Increase it to 100 % for full output. I get a full 5 watts from my 1500 and have since I bought it 4 years ago. Never a problem. The Flex folks have been very helpful in setting it up and transitioning to new versions of the software as well.
