It is a registry file.  Right click on it and install itif you need to.

If you system is running fine, don't make any un-necessary changes.

I do not have any issue with VAC 4.13. Your issue may be the way that
your cables are set up.  There is a registry file that you can download
and use to define 7 VAC cablesfor VAC 4.13

The reason for 7 cables is that if you have a 1500 and an 5000+RX2 you
can use up to 6 VAC cables at the same time.

The 7th cable is for PCs that do nothave a sound card or you have it
disabled in the BIOS.  Windows will designate a sound device as the
default and you do NOT want any of your radio digital mode VAC cables
designated as the default.  So the 7th one is added as a dummy sound
device so you can make it the default and never have to worry about
Windows mucking with your VAC cables.
