After installing both the new PCI parallel card and Delta-44 card, and the M-Audio driver, the program loads as expected. Thanks for the help and suggestions from all. Maybe because there is no parallel port yet?? ! Hope that's all it is. Did you install PowerSDR in DEMO mode?
