Normally, Mongolian xkb was supported in XFree-4.3 already.
(2002-12-01). 
You can use some unicode font with this xkb.

There is some documentation in your native language. If your problem is

 Are you talking about Mongolian written in Cyrllic
 or the
 Mongolian script?
 
 For the traditional Mongolian script, my
 understanding is that
 is always written vertically, which poses a problem

 interfaces: I don't see how you can take a user
 interface
 for horizontal writing and reuse it for a language
 written
 
 (Chinese and Japanese are frequently written
 vertically in print, but
 general computer use are written horizontally.)
