How about to add option "Show HTTP Headers" like "Show Cookies" ?
or just rename "Show Cookies" to something else (when they are available)
("Show Cookies and HTTP Headers" ?, too long maybe).

Because now when HTTP headers available and when I click "Show Cookies"
I do not expect to see headers.

The HTTP header is not shown in CGI mode (or SCGI mode) because Fossil
does not have access to the information then.  Only in HTTP mode (from
the "fossil ui" or "fossil server" commands) does Fossil have access
to the HTTP headers and hence only then is it able to show the
headers.
