Perhaps scaling, but not so the mouse pointers and cursors. I am using the 2019 
version on Windows 10 and Frame has its own cursors and pointers, ignoring 
anything you configure at the OS level. It's insanely annoying as the cursor 
gets lost (for me) in the text, and there's nothing I can do to make it larger 
or a contrasting color.

The mouse pointer changes from Adobe's default tiny black cursor to your 
OS-level settings when you mouse out of the document window to access floating 
pods and while utilizing those pods, but as soon as you're back in the document 
window, it's back to Adobe's rigid UI settings.

Frame is incredibly accessibility-hostile IMO.

Yes. This was correct for old versions.
However, with FM 2019 (as far as I recall) FM was updated, so that it observes 
settings like scaling for your monitor, etc.
And obviously also the mouse pointer.

Yes. In Acrobat the mouse pointer size is ignored.
You could create a bug report here:
https://tracker.adobe.com/#/home

However, in FM 2020 a large mouse pointer is still large.
You cannot expect that FM 2017 would be fixed.
