default, and a second book for the other condition. Use all the same
files, and include/exclude whole files as appropriate.

Really, the book-level capabilities are often the simplest means to a
solution but are rarely explored since we're always thinking at the
weeds level in document files. :-)

Choose whether or not to include it in the book file. Simple as that.
Or, use 2 book files, one that predominantly uses one condition by

Is it an entire file you want to conditionalize, or just the covers? If the 
latter, you can import into conditional anchored frames on master pages.

Using a text inset is fine if he stuff in the prospective inset doesn't...
  * have condition tagged text,
  * use variables, or 
  * use heading formats. 

  If any of the aforementioned are the case, you'll start running into FM's 
little text inset quirks.  That's why at my "shop" we use the same files in 
multiple FM books along with a few book-specific files to achieve a lot of our 
single-sourcing.
