I don't know if you can do it in Frame, but you can definitely do it in
Adobe Acrobat Pro. I do it for all of my PDF manuals.

InDesign's PDF export offers security options. This suggests that it's
possible to create the appropriate security code when creating the
PDF. So, perhaps there's a FrameMaker add-on or plug-in that might
offer the same options.

I'm pretty certain the TimeSavers package does this. See microtype.com.

Sorry to say, that's not necessarily so. As Dov has pointed out a number of 
times, InDesign generates PDF internally, from its own PDF generation code, 
while FrameMaker uses the Adobe PDF printer driver and the Distiller.
