I'm afraid you have to try and and approach the original author for an 
explanation of the recommendation present in the dialog box...

The more named destinations you have in a PDF, the larger the file size is. 
This setting was introduced in FM6 to help reduce the PDF file size.

When Create Named Destinations for All Pgfs is turned off , some 
cross-references and hypertext links may be non-functional in the PDF.

I much prefer a PDF where all links work as expected, even if its file size 
is larger by 20-25%.

If the file size is critical, I would recommend other ways to reduce the 
file size (including that portion related to named destinations, but not 
through FrameMaker).

Unfortunately, there is no lack of PDFs authored in FM demonstrating the 
outcome of having this option turned off, including PDFs from Adobe -- see 
http://www.microtype.com/Hmmms.html#0605 (109 bad links in Adobe FrameMaker 
7.2 Structure Application Developer's Guide).

marker only (eg when copying a gotolink marker from one paragraph to
another, with the two paragraphs having different character properties).
You can fix this by first applying default paragraph font to the entire
area, then apply the required character format to the link text.
The link location/size can be inspected in Acrobat (when the Link tool is
active).

with Ctrl-Alt-click), but not in Acrobat: in FrameMaker's PDF Setup dialog
box, turn on Create Named Destinations for All Paragraphs (Links tab).

If you create a new link and give it the identifier checklist (as in
your what I am doing procedure) then you should use that same ID as
the destination when you insert the Jump to Named Destination
hypertext marker.  Perhaps it was inadvertent, but your example has
different 'names' and I would not expect it to work, either in FM or PDF.  Also 
note that
the names are case-sensitive, so checklist and CheckList are
different destination names.  You will still see the hand pointer (as
you hover over the hypertext marker), but because the names don't
match, the jump can't find the target to move the insertion point.




The validate function only really verifies that you have the syntax
correct
for the marker you're adding, not that the command will work as
expected.  After all, you could enter the goto commands first, then
define the destinations as the second step...





You can test a link by temporarily locking the document via Save
as View Only or the escape sequence Esc F l k (four separate key
presses: escape, Capital-F, lowercase-L lowercase-K ; this toggles the
locked or view-only state of the document) or just hold the control
and alt keys together as you hover over the hypertext marker.

Congrats, Susan, you've restarted the list! :-)

You should be getting an error message when you create the link, since
you have Validate Command upon Insertion selected and you're creating
a hyperlink to a destination that doesn't exist. 

In your first step 4, you created a Named Destination, naming it
checklist. That created a marker at the place you want to jump to. 

In the second step 4, when you create a Jump to Named Destination, you
must enter the name you gave the destination -- checklist -- not the
word at the destination point. The hyperlink points to a marker, not a
word in the text flow. In this case, it should be the checklist marker
you created to mark the destination.

A small addendum...

The Validate will also do things like checking for the existence of the
gotolink marker specified.

You'll get a nastygram from Frame if you put in the gotolink prior to
defining the newlink marker.
