The web server option is just that -- a option. Not required. If you don't use the (free, for now) adobe.com option, you can use any LAN network folder that allows all reviewers r/w access as the base location for the review. Not only that, but you can show original or final (with or without markup), accept/reject changes individually, accept/reject all, etc. At least with the TCS2 versions -- I don't know how much of that functionality is available if you get the standalone versions of FM9 and Acro9ProExtended. The review changes are imported into FrameMaker using the Track Text Edits feature which already has the preview and accept/jecect features you mention.
