On stable/13 the extra tcp stacks RACK and BBR are quite outdated. This also
applies to the TCP HPTS congestion control module, which is needed for BBR.

It would be good if the sources could be kept in sync with freebsd/main. The
extra TCP stacks are not enabled by default, but users who would like to
experiment with them could do this on stable/13 and don't have move to -CURRENT
to do so.

Darius in #documentation in Discord observed that neither mksnap_ffs(8) nor
snapinfo(8) leads to information about deletion.
