On 9.1, if I cd to /usr/ports/dns/libidn and issue 'sudo make config', I 
get a dialog asking me whether I want DOCS and/or NLS.

However, on 10-CURRENT (r255358) I get this:

$ cd /usr/ports/dns/libidn
$ sudo make config
=== Options unchanged
$ 

Why the difference?
