/etc/services strange

According to http://www.iana.org/assignments/port-numbers,
tcp/udp port 1000 is for cadlock2. Our /etc/services claims
1000/tcp is cadlock, and 1000/ucp ock.

Committed to -HEAD. I don't want to disrupt RELENG_4 (or re) with
unnecessary changes at the moment.
