Thanks for the idea Franco, I tried but it didn't help.
Then I looked, only usage is here: Mk/bsd.port.mk
.if !defined(PKG_DEPENDS) && !defined(CLEAN_FETCH_ENV)
PKG_DEPENDS+= ${LOCALBASE}/sbin/pkg:${PKG_ORIGIN}
.endif
& adding a debug shows I have ${PKG_DEPENDS}:
/usr/local/sbin/pkg:ports-mgmt/pkg

Sorry, I only meant it was bad in that it didn't tell users who
dont use packages how to fix the problem. I could have better
written "this is [a poor reccomendation as] incomplete"

Not sure how this is bad it just reinstalls pkg for the new ABI. Ports/packages is placed in the database by pkg.
