WITHOUT_X11=yes
in /etc/make.conf
2.remove
X11BASE=""
from that file and

4.make all-depend-list
5.make clean all depend soft
6.make menuconfig set X11 disable
7.make &&make install

Found {portsdir}/Mk/bsd.port.mk and make sure the version is higher
than 1.631(2009/12/18)
In another side,your are use "*default tag=." in your supfile or /etc/make.conf?
