You did not move the group file over. Check the group the FTP user is. You did not say how you moved the files to 4.9 from 4.4. You wouldn't get "530 access denied" if ftp is disabled in inetd.conf . If it was you would have gotten "connection refused". Check if the user "testuser" has a valid shell that is listed in /etc/shells .
