I've seen similar issues before; sometimes, rearranging the order that PHP modules get loaded helps. Otherwise, try deleting and re-building PHP and the extensions and all dependencies you need. This is something that the lang/php* corresponding php*-extensions ports handle well... We've hacked apr-1.3 to resolve this chaos, but you'll have to wait for a new httpd package to clean up the noise. In the meantime, ignore it.
