Have you tried upgrading? Both FBSD-4.0 and espicially sendmail-8.9.3
are pretty old. Sendmail-8.12.x has many new features/tools for this sort
of thing... relays denied is only one.

You can upgrade to 8.12.7 from sendmail.org.  These newer versions of
sendmail make it harder to accidentilly run an open relay.

And if your feeling really confident, give Postfix a try. :)
http://www.postfix.org.

Both of these MTA's are in your ports, but your going to need to `cvsup`
your ports tree before you use them (since your version of FreeBSD is
rather old).  For info on that read this section
in the handbook:

Check out the access and relay-domains files for sendmail.
Tons of info in google regarding how these files should be set up
properly.

I have had success by configuring these files, but please be advised that
I have only experience with 4.5+.
