Don't have time to look up my exact steps right now, but I believe all I needed to do was install the X stuff listed in the cygwin setup.exe I modified my startxwin.bat script to call wmaker as the window manager too cause IMO the default wm that comes with it (twm I think) sucks very much badly. If you're into hacking around at things a bit there's an X Server that'll run on cygwin (free) too. This is what I use. Could you elaborate on Cygwin, please?
