assign IP address to ng interface without destination address

Is it possible to assign IP address to ng interfaces without destination 
address ?
Is it possible to assign the destination address later ?

Hi,

 I suspect that you are interested in an ng iface in point-to-point
mode and point-to-point mode requires a destination address... But
you can make up an address to use and almost none will notice.

Please give more info about what you are trying to achieve.
