ISO format represents an image of a CD. If you have a Windows OS, use the CD burning software that comes with it to recreate the CD from the ISO file. Do not burn the file into the CD as-is. Yes, you use your favorite CD burning software like Nero or CloneCD and tell it to burn the ISO to the CD. This is a very common procedure and should be well documented in the software manual.
