I suspect that you have some DNS related problems, i.e. your resolve and/or back resolve queries fail. Got it, the software was using 'internet' instead of 'intranet'. When I replaced OWA URL from: mail.example.com/exchange to: 10.102.1.9/exchange the sluggishness disappeared.
