If you are using RELENG_5 then that is what you are supposed to see.
The name was changed from 5.4-PRERELEASE to 5.4-STABLE just after the
RELENG_5_4 branch was created.

No, everybody following RELENG_5 sees it.  This is normal when a
release is branched. See also:

That correct for RELENG_5.  The source for 5.4-RELEASE has been
branched so RELENG_5 is now 5.4-STABLE since changes to RELENG_5 will
not automatically be part of 5.4-RELEASE.
