I would expect that for a tile with some selected settler(s) on it exactly one such dialog appears and other settlers on such tile are only used to expand size of the new city. The easiest way to reproduce: (1) Move multiple settlers to single tile. (2) Press 'k'. I don't know if using the 'const' attribute would work in this case. But anyway, this should be a part of another ticket. Would it be something wrong with this particular theme?
