Details:

This is initial patch for achievements framework.

Achievements are something player gains by doing something special. In this
initial version the only achievement type is spaceship launch. While this
version credits only the first player to launch the spaceship, in the future
both achievements granted to first player to reach them only, and those
granted to everyone who reach them, will be supported.
Initial version just notifies player that (s)he has got the achievement.
Probably the most interesting future use will be making achievements as
requirements. So ruleset author can grant any kind of effect for player who
has gained the achievement, or to let him/her build certain kind of bases...

Committed, though I noticed that documentation in README.effects could be
better - Output_Per_Tile and Output_Tile_Punish_Pct have just opposite wording
with no indication why they are both needed instead of giving just negative
value to the other.

[Freeciv-Dev] [bug #20983] single player vs computer

Follow-up Comment #1, bug #20983 (project freeciv):

Unless I'm mistaken the researched bulb are not lost when gaining a tech
through diplomacy with the default settings. So while buying the tech only
saves one turn it also gives a huge leg up for the next tech (since the bulbs
transfer to that).
