the issue can be made to go away by modifying theme files. If we believe that,
maybe that's a quick fix for 2.4.4? --jtn

Details:

Whether a unit should be allowed to help a city build a wonder or not is now
action enabler controlled. Rules are handled there. Remove checks that only
are about rules (and not required by the code) from
handle_unit_help_build_wonder().

Details:

Because of action enabler control over Help Wonder a unit type may have the
HelpWonder flag but still be incapable of helping a wonder be built. Don't be
fooled by such units when deciding what to build.

Follow-up Comment #1:

Remember to update capstring when committing.

There is a problem in current trunk without this patch: Move a Caravan in
classic into a city that is building a wonder. Choose to move into the city.
The action selection dialog will pop up again asking if you wish to help build
wonder...

I have tried to keep it small and reviewable but not to small. The end goal,
to be done in follow up patches, is to move the HelpWonder unit flag to the
ruleset.
