It is redundant to check if a unit type can perform any action at all AND that
it can perform any hostile actions. If it can perform hostile actions it can

Steps to reproduce: 
1) Open the manual of the Qt client
2) Select Terrains
3) See Fallout appearing as a group containing help for Minor Tribe Village,
Pollution, Ruins and National borders.

I haven't checked if this issue is present in 2.5 or not.

Setting severity to minor since the help text of each element, including
Fallout, is displayed.

PS! Great to see that the Qt client got a manual now.

Originally this ticket was meant to be a cleanup patch, but bugs were found
while implementing it. Modpack installer guis lack some deinitializations,
exact problems depending on gui in question and the quitting method (close
button acts differently from exit after commandline option --help)

Attached FcmpInit.patch for TRUNK/S2_5 introduces functions fcmp_init() and
fcmp_deinit() common to all guis, and they replace gui specific setups.

DeinitFcmp-S2_4.patch is fix to this bug in S2_4 (with its single gui)

Details:

README.ruleset_civ2civ3 recommends aifill 6, but the default setting in
civ2civ3 game.ruleset is 12. Should either be changed?

Details:

The only unit using tag u.refugee is civ2civ3 Migrants. No compatibility
restrictions prevent us from cleaning that up in TRUNK by changing the tag to
u.migrants. Attached patch does that.

Details:

Make it possible to configure if an action give the target a reason to cancel
or not. A third option could be to give everyone (not just the victim) a casus
belli against the actor.

Possible implementation:
Introduce a casus belli effect + an action requirement type (precedence:
OutputType).
0 = no casus belli against the player that performed the action.
1 = the victim has a casus belli against the player that performed the
action.
10 = everybody has a casus belli against the player that performed the
action.

Details:

Suggested solution: Stop having the targeted action include the untargeted
action.
 * Enable both actions in the bundled ruleset for units that can do both
actions. (In other words: Remove the !present Spy req for the untargeted
version in the bundled rulesets)
 * Don't let clients offer the untargeted version in the follow up question of
the targeted version unless the player is allowed to choose the untargeted
version. (Simple solution: remove the option. Better solution: enable the
untargeted option when it is legal to do so)
 * Stop the untargeted version when only the targeted version is allowed on
the server.

Qt-client is accompanied with its own modpack installer, no need to install
environment for the default one (gtk3 environment in case of TRUNK, gtk2 in
S2_5)
