Lesson learned from S2_6 datafile format freeze ticket:
Open the ticket early enough so that dependencies can be added there for
safekeeping from the beginning. Some very old datafile format issues, already
postponed from older releases to S2_6, were rediscovered only when S2_6 d3f
was about to happen.

The network protocol transfers paratroopers_range in an UINT8. This limits its
value to 255.

The Freeciv 3.0 Qt-client has a "Go to and..." menu entry. It has the user
select the action before clicking on the map. No checks for action legality
are performed. This allows the player to order an action that will become
legal before the unit reaches the target tile. (Example: join the city will be
built at the target tile during next turn)

The UI suggested in comment #3 would need some extra client side work.

[Freeciv-Dev] [bug #17808] "Start Scenario Game" is unresponsive if scenario dir contains many savefiles

Follow-up Comment #3, bug #17808 (project freeciv):

There has been some attempts to improve this since, though nothing that would
help with older saves.
- [scenario] section is now saved to the beginning of the savegame so it's
found faster when scanning files
- [scenario] section is now saved to all savegames, not only to actual
scenarios -> no need to scan entire savegame to find out that it does not have
this section. The section itself has "is_scenario" information.
