Details:

There's some scenarios where major rivers are made accessible by all ships by
using "Lake" terrain instead of River extra to make them (so that default
rulesets can be used, instead of the scenario requiring custom ruleset)
Those Lakes might get unintentionally flooded by the Ocean.
Should we simply add scenario setting to control if flooding is enabled? (That
would be doable before currently set S2_6 d3f date)

Follow-up Comment #6:

WIP patch abotu gtk3-client implementation.

Transport selectiong dialog open when one use L)oad command, i.e., it can be
used when loading in cities (transport on the same tile as cargo). There's no
support for cases where cargo moves from the shore to ferry at sea.
