Details:

Add list of roads that 1) are native to class and 2) provide movement bonus to
unit class caches.
Use of that list instead of iterating over all the road types and then
checking which ones provide movement bonus and are native to the unit in
question speeds up tile_move_cost_ptrs() significantly - measured in S2_6
(where so far all the testing of the patch has been made - S2_5 porting I did
just now)

This is initial patch to add freeciv-ruleup utility.

It's basically commandline-version of what one can already do with ruledit by
loading old ruleset and then saving it in current format. I just wanted
commandline version that 1) can be used from scripts (primary use-case I've
been thinking is test-automation - updating 3rd party rulesets of previous
version to have input for tests) 2) does not have Qt-dependency built in
(after considering to make ruledit binary to have this functionality with some
commandline parameters).

For getting rid of the unnecessary Qt-dependency some arrangements will later
be needed in the source tree. Currently ruleup is compiled only if ruledit too
is being built -> if one can't build ruledit due to missing Qt, neither can
ruleup be built.

Details:

Unlike with "Leave Game", gtk-clients do not make controlled disconnect from
the server with "Quit Game" at all. This has a couple of consequences:

- Server side usually learns about the fact only via ping timeouts and such ->
information shown to other players not so good as it could
- Valgrind gives a lot of warnings about unfreed packet hashes (delta
protocol) etc.

Fix attached. Not targeting to 2.5.4 (this can change, depending on for
example what kind of opportunities I have for making Windows test builds).
Plan is to commit to other branches soon anyway.

When saving the game goes fail - reason here a full disk - the user sees no
warning. Either with auto save or manual save.

Of course, there is a small red line with english text in the chat window,
which you never will open in a single player game.

Details:

Fix typo 'garphic' -> 'graphic' in unit type field 'graphic_alt'
documentation.

For stub ruleset also missing rule_name documentation added

S2_5/S2_6 versions contain also other cleanup on nearby lines (already done in
TRUNK)

Details:

When one adjust one of the game properties, and "Appilies" the change all the
others are set to FALSE.
This is due to the fact that only the changed values are explicitly set to the
package sent to the server, otherwise it's calloced memory.
