Follow-up Comment #3:

In addition of previous patch, add the game page is maximized by default. 
This would be especially needed for 2.2 since there can be the featured chat
toolbar + votebar shown at same time and will probably become too big for
small displays.

Follow-up Comment #1, bug #14100 (project freeciv):

I guess you are talking about the gtk2 client.  You can simply set the option
Arrange widgets for small displays, and restart Freeciv.  However, if it's
still not enough, this is a patch to solve your problem.

Follow-up Comment #2, bug #14100 (project freeciv):

Unfortunately I'm on the move and thus my server (where I run freeciv) is
packed up for a few months.  This prevents me from testing or making patches
at the moment, but I hope to look into this when I get the machine back.

Details:

When I start freeciv, I set the window to the size and shape that I want. 
However, after I start the game, the window is automatically resized.  After
this automatic resize, I am unable to manually make the window less tall.

(The reason why I would like to resize the window is that I run the game on a
remote system and use VNC to access it; the VNC window doesn't have full
access to my screen.  This means that when I try to add to the worklist of
several cities using the 'cities' tab, the bottom options--like coinage--are
inaccessible.)
