Fix attached, but it won't fix the whole problem as the client already
disables the command without explanation. However, maybe with new menus, it

Well I feel silly!  That Papuan border colour is really hard to see.

Perhaps the red city border could be replaced with something else (instead of
dissappearing) - maybe highlight the border of the country you are over - make
it red/blinking?

I do like the idea of an error message - something like:

"'You cannot build a city in the territory of 'xxx'"

Would it be possible to add a layer similar to the Show workers of a city
('Shift-Alt-Right click'). This overlay would easily indicate the territorium
of a nation. Usefull to keep track that you own ...

Please check the owner of the tile the settler is located. It does belong to
the Papuans. You can only build a city on your own territoium or on unowned
tiles.

Details:

Settler unit loses its red possible city boarder, and ignores attempts to
build a city.

This has happenned twice - first time I thought there was something with the
terrain.

I am attaching the game file that shows the bug.  Also a screenshot to shows
the unit effected.  This game is only a few moves old.

I have tried saving/loading, then restarting/reloading game.
